We examined the market potential to add pedestrian-oriented retail in the Plymouth City Center, an existing commercial node that city officials were hoping to make more pedestrian friendly.

Trade area demographics, competitive retail nodes, and comparable pedestrian-oriented retail districts were analyzed to explore the likelihood that public investment might spur additional retail development. We concluded that existing market support for additional retail was minimal, allowing city officials to make more informed investment decisions.
