This project improved safety and efficiency for more than 10,000 vehicles traveling along Pelzer Street daily by providing an efficient emergency vehicle crossing and greatly improving access to the City's Mississippi River port facilities.

The project included Winona’s first railroad overpass, which has eliminated delays caused by rail traffic, and which will serve as a model for future rail crossing improvements in the City. Pelzer Street improvements also included expansion to four lanes and significant intersection enhancements.
